Falls Creek Resort Management (“FCRM”) is seeking to engage the services of a suitably qualified and experienced organisation to design and construct an outdoor pedestrian stairway (the “stairway”) between the intersection of Slalom Street and Arlberg Street to the intersection of Schuss Street and Parallel Street at Falls Creek Alpine Resort.

In 2008 FCRM commissioned a study into Village Access and Transport within the Falls Creek Alpine Resort. The Study identified a number of key pedestrian pathways that would improve pedestrian access throughout the village and reduce the risk of incident at the interface between vehicles, pedestrians and skier/boarders on the roads throughout the village.

One of the pathways identified in the Study connected the main entry portal into the village (at the intersection of Falls Creek Road and the Bogong High Plains Road) to the intersection of Schuss Street and Parallel Street. This pathway is now known as the Fast Track Stairway.

In January 2010 a tender was let for the construction of the first stage of the Fast Track Stairway, connecting the entry to the village with the Slalom Street / Arlberg Street intersection. Construction of first stage was complete prior to the 2011 declared snow season.

This Tender will deliver stage two of the Fast Track Stairway, completing the pedestrian link between the Bogong High Plains Road and Parallel Street.

The design and specifications of stage two of the stairway must conform strictly to those of stage one to ensure a seamless experience for users of the complete stairway.

As such, the stairway will be constructed from hot-dipped galvanised steel. Down-lights installed in the handrails will be powered by solar energy and will provide appropriate lighting for safe pedestrian access.

The stairway will be aesthetically suitable for a major tourist destination with the route and position of landings providing an inviting pathway for guests to the Resort.

FCRM will obtain appropriate planning approval for the construction of the stairway in conjunction with this Tender.

The proposed route for the stairway runs close to an environmentally significant alpine bog complex. It is critical the footings of the stairway are at least two meters from the edge of the bog complex and that the construction technique used to install the stairway has negligible impact on the bog.

The stairway structure must not encroach onto the pedestrian footpath at the Slalom Street / Arlberg Street intersection to avoid conflict with snow clearing plant during the snow season. An existing rock wall at this intersection will likely require modification to ensure encroachment does not occur.

The stairway will be approximately 70m in length with a vertical rise of approximately 18m. Additional information on these aspects of the stairway is contained in the Appendices to this Tender Brief.

Construction of the stairway must be fully complete prior to 27 April 2012. Prospective Tenderer’s should note that summer alpine weather patterns are generally more inclement than low lying areas and appropriate allowance for wet weather should be made in the submission.

Construction works in the alpine environment face specific challenges with respect to site access, environmental management and climate. Prospective Tenderers are strongly encouraged to conduct a site inspection prior to submitting a Tender. Details for arranging a site inspection are contained in Section A6 of the Tender Brief.

The successful Tenderer will be responsible for:
 Conducting a site survey;
 Developing design plans and workshop drawings;
 Obtaining certification from an appropriately qualified engineer/s that the design is geotechnically and structurally suitable and conforms to all relevant industry standards and specifications for such structures;
 Developing a project plan, Site Safety Management Plan and Site Environmental Management Plan (SEMP); and
 Constructing the stairway in accordance with all approved drawings and plans.

Approval by FCRM must be gained for each abovementioned requirement prior to continuing with the project.
